Orphaning python-http-server-mock (test dependency for python-opentelemetry-contrib)

As a follow-up to my email about orphaning python-opentelemetry and related packages, I have discovered that python-http-server-mock is only needed as a test dependency for python-opentelemetry-contrib, so I am orphaning it as well.

The package is trivial, and it should require very little effort to maintain, so anyone who picks up python-opentelemetry-contrib might want to pick it up too. However, python-http-server-mock does seem to be unmaintained upstream, which is one reason I’m not eager to keep maintaining it “just in case.”
