Quick plan for Blender LTS

Hello team,

Now that upstream Blender has a LTS release, a new strategy is needed for Fedora and also EPEL.

The current release F41 and Rawhide will continue to receive new upstream updates, while Fedora n-1 and lower will
stay branched on LTS i.e. Blender 4.2.x.
EPEL branches (maintainers welcome) will get build with lite parameters for minimal dependencies
(some packages are currently unavailable to EPEL).
