Thanks. I bumped it finally (the reference to autorelease in comments was confusing rpmdev-bumpspec and so it wasn't updating the release - but the package does not actually appear to use it) and ran:
koji build rawhide --nowait 'git+https://src.fedoraproject.org/rpms/rpminspect.git#rawhide'
That seems to be going now.I've also submitted a request to remove the package.cfg file as I believe that is historical and should have only been present in stream branches anyway:
