You can add extra repos to mock:

There's nothing specific for copr except you'll have to work out what
URLs to use.  In this case:

[copr:copr.fedorainfracloud.org:jskarvad:TclTK9.0.0]
name=Copr repo for TclTK9.0.0 owned by jskarvad
baseurl=https://download.copr.fedorainfracloud.org/results/jskarvad/TclTK9.0.0/fedora-$releasever-$basearch/

gpgkey=https://download.copr.fedorainfracloud.org/results/jskarvad/TclTK9.0.0/pubkey.gpg
