This patch likely solves the issue (but leaves open the question of why
we require log recovery post-upgrade in the first place)

OpenSuSE has a similar bug: https://bugzilla.suse.com/show_bug.cgi?id=1226043

Not sure how hard it'd be to test with that patch in place, but when applied,
e2fsck -p (as called by systemd, I think) and a subsequent mount -o ro succeeds
without any problems.
