Those versions are not fixed because 131.0-2 is upstream version 131.0
Fedora revision 2, and 131.0 is less than the fixed version 131.0.2.
However, as Richard Jones mentioned, 131.0.2 is already built, and I
even see the updates were already available in bodhi prior to Marius's
mail. I'm not sure what resulted in the confusion here.
