FYI, this was due to a bug in our rebuilder; it had gotten stuck and
didn't send any of the updates it processed to the -candidate tag. I
might not have noticed if this hadn't reported zero updates.

This has been fixed and today's (2024-10-04) compose is larger than
usual (as you might expect).
