In addition to Petr's answer, a simpler way to download the package
locally is:

  $ koji download-build systemtap-5.2~pre17277956g0b7f6722-1.fc42

You can also add --arch parameter(s) to download a subset of the arches.

You can install directly from the downloaded packages using 'dnf update *.rpm'
