I am not convinced this change is helpful.

We are not sure if this would/may affect some packages. If this can affect you, or you have any comment about it, I will welcome a feedback.

It would affect packages, which install doc-files to conflicting locations and would render install test in mock meaningless.

Though situation not happen in "production", it is not unusual to happen when working on packaging something.
