Packit’s release syncing: non-git upstream support and simplified configuration

If you're a Fedora package maintainer, we've got an exciting update about our release automation!


Packit now supports non-git upstreams in the pull_from_upstream job, making it possible for more packages to use the feature for syncing upstream releases to Fedora.

Additionally, even for packages with git-based upstreams, this change allows you to skip the configuration of upstream_project_url when upstream repository interaction isn’t required, allowing for easier onboarding.
