nauty soname change

Version 2.8.9 of nauty has been released.  Versions 2.8.8 and earlier
only supported building a static library.  In Fedora, we have been
using a patch that originated with Debian to add shared library
support.  With version 2.8.9, nauty upstream has rolled out their own
shared library support.  However, they chose a different soname naming
scheme than the one Debian and us have been using.  For that reason,
even though this is an API-compatible point release, I will have to
rebuild all consumers.

In a week, I will build the following packages, in addition to nauty
2.8.9, in a side tag:
- coin-or-Cbc
- coin-or-Couenne
- gap-pkg-nautytracesinterface
- giac
- normaliz
- polymake
- scip

I plan to do the same builds for both Rawhide and F41.  If the
maintainers of any of the above packages plan to do a build soon,
please get in touch so we can coordinate.
