Unannounced soname change in tree-sitter

(lib)tree-sitter 0.23.0 changed the SONAME from libtree-sitter.so.0 to libtree-sitter.so.0.23. This was a deliberate change upstream[1]. While the stable updates were unpushed, this still landed in rawhide and ELN. emacs has already been rebuilt, but neovim and rizin have not, making them uninstallable.

I will use my provenpackager privileges to revbump and rebuild those dependents in rawhide now.
