I would agree that the documentation presumes someone is already fully fluent in PGP/GPG and packaging. I also admit that when I read it, it made perfect sense to me and I had no issues with achieving the essence of the policy. That also means I am not someone who can usefully contribute to improving the documentation. However, you are such a person.
