Disabling extra subpackages wallpaper for Fedora 41

Hello spin maintainers,

As the subpackage wallpaper i.e. fxx-extras-{gnome,kde,mate,budgie} series,  are stale for a while since at least Fedora 30, I would like to disable it for Fedora 41 so the default
wallpaper is the only active package. If there is an objection for the change, let it know.
