Orphaned: mingw-gdbm

I have orphaned:

https://src.fedoraproject.org/rpms/mingw-gdbm

mingw-gdbm is the Windows / MinGW port of the GNU DBM key/value
database (https://www.gnu.org.ua/software/gdbm/).

I don't believe anything else in Fedora BuildRequires this package.

The latest upstream version is 1.24 (1.23 in Fedora Rawhide).  However
the upstream package has never compiled on Windows and so we have a
out-of-tree patch for it which is copied from Arch.  This has not been
updated since 1.15, and works up to around 1.19.

Therefore 1.19 is the version that I updated to in Fedora Rawhide
before orphaning it.

If you want to take over maintenance, a good start would be to get
these changes aligned with the latest upstream version, and then get
them upstream, which is a bunch of work, hence why I'm not interested
in doing that as it's not a package I use.
