Specifically in the case of %autorelease, you can bump the release with an empty commit:

git commit --allow-empty -m 'Rebuild for ...'

The issue is with creating the PR because Pagure is not letting you open the PR. You could try to make a temporary commit changing a random file and then force-push the empty commit. Not sure if Pagure will freak out in this case though :/
