Unless things have changed, Pagure does not allow transfer of ownership.

The current main admin can transfer the package to another user without first orphaning the package. There's an option in the settings.

Once Stephen has orphaned the packages, you (and every other packager)
will be able to claim ownership of the individuel packages via a button
in the interface.

That's also possible, but not needed in this case.
