Mock v5.6 and mock-core-configs v40.4 release

Hello maintainers,

We released a new version of Mock, the chroot build environment manager for building RPMs, and a new version of mock-core-configs.

The notable changes are big performance improvements for bash completion, many bugfixes, new Circle Linux 9 configs, and more.
