Istanbul was just an example, the exact package used does not matter
that much, the main idea is a format which could be read by free
players (preferably by the player included in the default install)

I was answering the reason why Istanbul in only in the development tree.
While Ogg theora formats are indeed preferrable it has been a ongoing
struggle to create them on many occasions. Perhaps you would want to
check out this software and try creating such videos.
