Downstream .pc files are a nuisance. I agree, I never suggested doing this downstream. This kind of thing needs to happen upstream so that other upstreams can start depending on it. A pkgconf file is very simple to add, it's the kind of a thing that can be provided as a pull request by an external contributor, in particular a downstream maintainer.
