I discovered this issue a week ago. I reported it to the upstream (somebody
already posted the link), rebuilt perl-PkgConfig-LibPkgConf
<https://bodhi.fedoraproject.org/updates/FEDORA-2024-54844f16d9> and notified
build2 maintainers <https://bugzilla.redhat.com/show_bug.cgi?id=2267058>.
perl-Alien-pkgconf does not need rebuilding because it does not use the shared
library.
