update zxing-cpp to 2.2.1 in rawhide

I would like update zxing-cpp to 2.2.1 in rawhide. [1] This update does involve the soname bump, so it does not need to rebuild the packages that depends on it. I did a test with zxing-cpp 2.2.1 on copr [2]. Only the libreoffice on ppc64le failed the build [3].
