FWIW, Googling for 'CONFIG_SECURITY_DMESG_RESTRICT' finds several posts illustrating techniques for exploiting historical CVEs that would be made harder were CONFIG_SECURITY_DMESG_RESTRICT set, preventing dmesg from undermining KASLR by leaking kernel addresses to unprivileged processes.
