SQLAlchemy major version upgrade

Hi everybody,

just a heads up: with the compat package for version 1.4 in place[1],
I’m about to upgrade the main python-sqlalchemy package to version 2 in
Rawhide.

This is part of the SQLAlchemy 2 Change for Fedora 40[2] and when the
upgraded package is available, we can verify whether or not packages
using SQLAlchemy are compatible with the new API or if they need to
depend on the compat package.
