Hello there,

I plan to bump the major version of the Armadillo linear algebra library
to version 12 for rawhide next week; this will be an ABI/API change. I
will rebuild the package and its dependencies (looks like gdal and
mlpack only) in the side tag 'f40-build-side-79101'.
Looks like this was partially merged into rawhide?

Seen while trying to rebuild mapserver with unchanged sources.

There is gdal-3.8.2-2.fc40 which is correctly built against libarmadillo.so.12
