It can only be done by hacking the database directly, but it is usually never necessary. I assume you're referring to https://bodhi.fedoraproject.org/updates/FEDORA-2023-13783978e8. That update will never be pushed to stable, since it is gated by failed tests. Just do another build with a newer nvr and the old update will get obsoleted and it will stay in history to remind that particular nvr was broken.
