Planned un-retirements of Pantheon DE related packages

Hi all,

With elementary OS / Pantheon desktop upstream having made progress
with supporting newer versions of GNOME (i.e. support for newer
versions of libsoup, webkitgtk, gcr, etc.), it is now again possible
to build the Pantheon desktop components on Fedora 38+ (after I had
retired them from Fedora 37+). I am currently working on package
re-reviews and un-retirements.

I still have a sliver of hope that future releases of GNOME will be
less disruptive than past ones, and that it might indeed be possible
*some day* to have an official Pantheon Spin of Fedora (finally).
