I'm not sure whats going on here. 

Those keys were imported into our dns last may after they were made, and
they were working fine then, and nothing in our dns infra has really
changed since then that I can recall.

So, I suspect a dnf/rpm change somewhere... can you file a bug on it?

I guess starting with dnf and can be moved elsewhere.
