I went ahead and dropped the conflicting typelib file from the appstream0.16 compat package in https://src.fedoraproject.org/rpms/appstream0.16/c/1f216a9f459dcfa5dec851b252c593629bf0cd7c?branch=rawhide

Can you do 'koji wait-repo f40-build-side-76936 --build appstream0.16-0.16.3-2.fc40' and try building gnome-software again once it says that the package is available in the repo?
