should not create any conflicts. And this is recomended way to do it.
I guess the conflicts happen when the LICENSE file changes between builds and individual subpackages that ship it aren't updated in lock step. Often there is a full NVR version requirement that locks individual subpackages together, but not in this case. If people for example download just one of the subpackages from koji (and not the other), it can lead to only one of them getting updated.
Neal's idea was to make the conflict explicit so that rpm wouldn't allow installing the subpackages if they differ in NVR.
