Yes it's because of the freeze, Fedora 39 is listed in the `frozen` state to reflect the current release freeze. `curl https://bodhi.fedoraproject.org/releases/?state=frozen | jq`.
Maybe other F39 releases (container, flatpaks) should also show as frozen.
