I suppose we could hold fedora-repos/fedora-release updates in testing
until right before the first RC is requested, but that doesn't really
pin it down any more, as that will happen when all known blockers have
been addressed, which could be anytime...

We could add a note to any RC testing announcements?

For that matter we could suggest a distro-sync with the release
announcement, but I guess that could be confusing to some.
