Two packages are trying to manage the same file. I find no bugzillas for chkconfig or alternatives. I infer from that that packages within the same fedora version don't have this conflict. Thus, I suggest that you use an f38 instance, so that this package conflict doesn't occur. No guarantees, though, maybe no one else has hit this error.
