redhat-lsb-5.0 is arriving to rawhide, epel 9 and updates-testing of F39

Hi,

I finally finished firts version of redhat-lsb-5.0, I tried to collect
all the commits that exist on the internet and organize them, I chose
to fork the official lsb_release from linuxfoundation.org [1], and add
the original redhat-lsb-4.1 and then apply some commits found on the
internet that I found useful, the result is here [2] .
Any feedback or help is welcome .
