According to the upstream matrix-synapse pyproject.toml the minimum requirement is met in F37: Twisted = {extras = ["tls"], version = ">=18.9.0"} which is available in F37. Were you able to resolve this?
 
On the day F38 had the synapse update rdy, I used that package ( without a flaw yet ) to upgrade synapse to the f38 version on f37.

This brings up the question, what the really issue on f37 with the dependencies was, as those did not change at all. it just worked.
