Announcing qatlib soversion bump in next release

Hi All,

QATlib 23.08 (https://github.com/intel/qatlib) is going to be released
in about 2 weeks. This will include a soversion bump (from 3 to 4) due
to an ABI breakage.
The API between this and the previous version is the same, however, the
ABI changed due to a change in register allocation in few functions
that have been implemented in the new version (those functions in the
previous version were ignoring all input parameters and returning an
UNSUPPORTED return code).

I will coordinate with the maintainers of the dependent packages
(qatlib and qatengine) so they are rebuilt once qatlib is be updated.
