Some packages were update to Require python3-dnf and call /usr/bin/dnf-3. IIUC, this is compatible with the revert that will happen now, since python3-dnf will continue to provide /usr/bin/dnf-3. (e.g. subscription-manager). Looking at repoquery output in rawhide, fedora-upgrade kiwi-systemdeps-core rbm perl-CPAN-Plugin-Sysdeps supermin-devel require dnf5. I assume other packages don't need changes.
