I don't think it matters. I raised it mainly for accuracy.
We should adjust the system wide change proposal deadline for Fedora 40,
though, so that Fesco has plenty of time to review proposals.
As far as I can tell, the toolchain proposal was announced on the devel / devel-announce lists on July 7 but never submitted to FESCo for a vote. Looks like the process broke down somewhere along the way.
