You'd layer packages with `rpm-ostree install $package`, you'd then
remove all layered packages with `rpm-ostree uninstall --all`.
However, overlaying packages (or removing them) already requires a
reboot (or an rpm-ostree apply-live).
Perhaps there is a way for rpm-ostree to layer without preparing a
deployment.
