That sounds like an effectively nonfree software. Users cannot build and
distribute the binaries because the required tools are nonfree.

I guess lawyers spent a plenty of their time on crafting a license like this.
Thus I do not want you to comment on this matter. Though I appreciate that you
articualated the reason openly and clearly.
