Why not merge in the SUSE support for patch RPMs into the Fedora rpm? That

For Fedora sure...but what about for Debian or any of the other non-RPM
based distros?
This RFC and related discussion only applies to Fedora development.
Other distributions using a different packaging system have to make
their own decisions
