As I understand it, once the final isos have been released, they are permanent. They don't get rebuilt because it would require testing to ensure that they pass all the QA tests, and that testing is being conducted on the next release in rawhide instead. So, to answer your question, the new iso is built at the release of the next version of fedora (in approximately 6 months). Once the iso packages are installed, it is possible to access the fedora repositories and get packages via the package manager of choice.
