A retired packaged should have a commit in srcgit that removes all the contents and adds a dead.package file with a description of the reason for retirement, like: https://src.fedoraproject.org/rpms/npm/c/7304877c50a9a02238cf7a40e269e256090fd001 As far as I can see xorg-x11-drv-fbturbo does not have that and is still live.
