Exactly. The %py3_build is not expended. And not expended macro is left as is (unles %{?foo} is used). So the bash is trying to execute '%py3_build" command. That is treated as job control:

  https://www.gnu.org/software/bash/manual/html_node/Job-Control-Basics.html

You can run in bash:

  %foo

and you get the very same error.

The solution is to fix your buildrequires.
