Heads-up: fast_float 4.0.0 coming to Rawhide

In one week (2023-03-07), or slightly later, I plant to update fast_float to 4.0.0[1] in Rawhide. This new major release contains one small but technically incompatible change: errc::result_out_of_range is now set on over/underflow. A PR[2] is ready, and I have already verified (by local mock builds) that dependent packages c4core and libscn remain compatible.
