The "g++" virtual name was only added to GCC with GCC 9. It exists in all current Fedora releases as well as RHEL 9. If you want the virtual name in RHEL 8, file a bug against gcc in Red Hat Enterprise Linux 8 in the Red Hat Bugzilla. Alternatively, just change "BuildRequires: g++" to "BuildRequires: gcc-c++" in the PulseAudio spec file and it'll work fine.
