Having the Requires: at least ensures that there is a kernel *capable* of running the package installed on the system, and, possibly more importantly, gives a clue to anyone installing the package that they may need a kernel upgrade in order for it to work (if they don't already have a suitable kernel installed). Dropping the requirement may result in additional bug reports from people running older kernels that aren't aware of the kernel version requirement.

Are there any advantages in *not* having the Requires:?
