I would prefer to describe it as a clarification of previous guidance
rather than a change. The earlier guidance was unclear on the whole
issue of "effective licenses" and the current policy of "simple
enumeration" is actually based on what some of the earlier Fedora
legal documentation seemed to say or at least imply.
