I just bumped libgit2 to 1.6.x in both rawhide and F38 and added a compat package for the old 1.5.x ABI. This should allow seamless switchover to the new ABI without breaking anything that needs 1.5.x.
Let me know if you run into issues with this. The compat package system for libgit2 is still new and may have some teething issues.

I left gnome-builder out of it as amigadave has gnome-builder updates pending.
Packages still using old libgit2 versions:
1.3: nothing left so I just retired the libgit2_1.3 package in rawhide. Will do the same in F38 once the freeze is over.
1.4: julia, rpm-git-tag-sort
1.5: R-gert, git-time-metric, python-pygit2, rust
