Minor license changes in python-graph-tool 2.46

In python-graph-tool 2.46, the Python package contains a new module (src/graph_tool/collection/small.py) that contains code derived from the NetworkX library under the BSD-3-Clause license, but with modifications under LGPL-3.0-or-later. I have therefore assigned the SPDX expression LGPL-3.0-or-later AND BSD-3-Clause to this module, and the overall package License is updated from:

    LGPL-3.0-or-later AND BSL-1.0 AND GPL-3.0-or-later AND MIT AND (MIT OR Apache-2.0)

to:

    LGPL-3.0-or-later AND BSL-1.0 AND BSD-3-Clause AND GPL-3.0-or-later AND MIT AND (MIT OR Apache-2.0)

Additionally, as an improvement to the packaging, the python3-graph-tool-devel subpackage now has its own License tag. Because the base package’s License includes licenses of header-only (“static”) dependencies, but the -devel subpackage does not contain compiled binaries, its license does not need to contain terms for header-only dependencies (or for src/graph_tool/collection/small.py). Instead, it is simply:

    LGPL-3.0-or-later AND BSL-1.0
